The Law is a great place to start with issues like this, where there is interplay between morals, ethics and risk. Yes, she may well pose a threat, but she also may not. Legally I believe she does have a right to return, so I believe she should be allowed. Of course assess the risk and put in place measures to monitor, counsel and support her with rehabilitation.
